Le prix du protectionnisme de Donald Trump

Abstract

Depuis une dizaine d’années, le protectionnisme est revenu sur le devant de la scène. Imposer des droits de douane sur les importations pour se protéger de la concurrence extérieure apparaît pour beaucoup comme une politique de bon sens, surtout lorsque des pays partenaires ont adopté des pratiques déloyales (dumping, subventions) ou ont eux-mêmes taxé leurs importations. Lors de la campagne présidentielle américaine, Donald Trump a promis de mettre en place un droit de douane universel s’il était élu. Cette décision peut donner lieu à une guerre commerciale mondiale en 2025 entraînant une perte de PIB mondial et un redéploiement général du commerce international. Si cette guerre peut “punir” la Chine – un objectif de Donald Trump –, elle ne pourra pas rééquilibrer la balance commerciale américaine et ne pourra impliquer qu’une modeste industrialisation des États-Unis au prix d’une réduction de son PIB. Un traitement américain plus agressif vis-à-vis de la Chine peut alléger le coût de cette guerre pour les autres pays.
