Protection commerciale : moins de droits de douane, plus de protection temporaire

Abstract

Depuis la crise financière de 2007-2009, pour la première fois depuis plusieurs décennies, le taux d’ouverture mondial stagne. Pourtant, les droits de douane n’ont cessé de baisser. Sur les vingt dernières années, ils ont été réduits de moitié pour s’établir en 2019 à 3,9 % en moyenne au niveau mondial. En revanche, sur la même période, les gouvernements ont eu davantage recours à la protection temporaire. Même s’il s’agit d’un outil visant à faire respecter les règles du commerce international, et non d’un outil pour protéger les producteurs de la concurrence internationale, la protection temporaire fait chuter les importations. Pour beaucoup celles en provenance de Chine, puisque c’est l’empire du Milieu qui en est devenu la cible privilégiée. Il reste malgré tout difficile d’y voir la cause du ralentissement du commerce, dans la mesure où la protection temporaire vise moins de 3 % des importations mondiales.
