La libre circulation en Europe : réelle pour les biens et les capitaux, partielle pour les personnes

Abstract

Dès le traité de Rome en 1957, l’ambition du processus d’intégration européen était de permettre la libre circulation des marchandises, des personnes, des services et des capitaux. L’évaluation quantitative proposée dans cette Lettre montre que cette ambition a été largement réalisée pour les biens et les capitaux, permettant d’atteindre une mobilité comparable à celle observée au sein des États-Unis. Pour les personnes, en revanche, c’est loin d’être le cas : les frontières entre États freinent deux fois plus les flux migratoires qu’au sein des États-Unis.
