L’étonnante atonie des exportations françaises

Abstract

Les exportations françaises n’ont pas regagné ces dernières années les parts de marché qu’elles avaient perdues avant la crise, suscitant des inquiétudes sur la compétitivité. Cette atonie ne s’explique ni par une mauvaise structure de spécialisation, ni par un effet d’irréversibilité de la désindustrialisation, et les interprétations en termes de compétitivité hors prix ne sont guère mieux fondées. Elle reflète surtout le manque de rééquilibrage macroéconomique au sein de la zone euro et l’importance de l’investissement à l’étranger des entreprises françaises. Les revenus que ceux-ci engendrent expliquent d’ailleurs pourquoi, en dépit du déficit commercial, la balance courante française est quant à elle presque à l’équilibre. En ce sens, l’économie française souffre plus d’une perte de sites de production industrielle que d’un défaut de compétitivité.
