L'economie politique des negociations commerciales : le cas des normes techniques

Abstract

Cet article traite de la protection par les regles et de ses implications sur le deroulement des negociations internationales fondees sur le principe de reciprocite. Dans un modele a la Brander-Spencer, nous prenons en compte trois caracteristiques majeures des regulations : i) une regulation augmente le cout non seulement des producteurs etrangers, mais egalement, des producteurs domestiques ; ii) une regulation cree en outre un cout fixe qui est entierement a la charge des producteurs etrangers ; iii) une regulation procure en outre une externalite positive ou peut corriger une defaillance de marche.
