Geschlechtergleichstellung in der Ländlichen Entwicklung in Österreich – randständig oder transformativ?

Abstract

Die ländliche Entwicklungspolitik ist in Österreich aufgrund des hohen Anteils an ländlichen Regionen von großer Bedeutung. Seit dem EU-Beitritt 1995 hat sie sowohl eine politische als auch monetäre Aufwertung erfahren. Im Zeitraum 2007 – 2013 stehen für die Entwicklung des ländlichen Raumes rd. 8 Mrd. € zur Verfügung. Im Beitrag wird diskutiert, inwieweit die ländliche Entwicklungspolitik und ihre Förderinstrumente in Österreich mehr Verteilungsgerechtigkeit bewirken. Die Gleichstellung von Frauen und Männern wurde durch die Verträge von Amsterdam und Lissabon als wichtiges Ziel im EU-Primärrecht verankert. Durch die geschlechterpolitische Strategie des Gender Mainstreaming soll Gleichstellung in sämtlichen Politikfeldern und Interventionen umgesetzt werden. Mittels der Ergebnisse der Halbzeitbewertung des Österreichischen Programms für die Entwicklung des Ländlichen Raums wird dargestellt, welchen Stellenwert die Gleichstellung von Frauen und Männern im Bereich der ländlichen Entwicklung hat, inwieweit die Strategie des Gender Mainstreaming angewandt wurde und welche Auswirkungen dies auf die Weiterentwicklung der Geschlechterverhältnisse in ländlichen Regionen hatte.
