Simulationsrechnungen zum offenen Brief und Reformvorschlag für das Ehegattensplitting

Abstract

Am 2. Juni 2026 formulierten Ökonominnen und Ökonomen einen offenen Brief an die Bundesregierung mit einem Reformvorschlag für das Ehegattensplitting. Dieser ersetzt das heutige Ehegattensplitting durch ein begrenztes Realsplitting und verwendet die daraus resultierenden Mehreinnahmen vollständig für höhere Leistungen an Familien mit Kindern. Die zugrunde liegenden Simulationsrechnungen wurden mit dem ifo Mikrosimulationsmodell erstellt. Die Ergebnisse zeigen drei zentrale Befunde: Erstens steigen die Erwerbsanreize insbesondere für Zweitverdienende; das zusätzliche Arbeitsangebot beläuft sich auf rund 49 000 Vollzeitäquivalente. Zweitens profitieren im Durchschnitt vor allem Paare mit Kindern und Alleinerziehende, während kinderlose Paare mit stark ungleichen Einkommen belastet werden. Drittens ist die Reform bei Berücksichtigung von Verhaltensanpassungen aufkommensneutral.
