Der Produktivitätsrückstand Ostdeutschlands: Eine unendliche Geschichte

Abstract

Ostdeutschland gilt immer noch als eine strukturschwache Region, aber auch in Westdeutschland gibt es große regionale Unterschiede in der Wirtschaftskraft. Der Beitrag geht der Frage nach, weshalb eine stärkere Konvergenz der Wirtschaftskraft bislang nicht erreicht werden konnte und welche Fortschritte für die Zukunft zu erwarten sind. Es zeigt sich, dass Größen-, Branchen- und Funktionalstruktur der ostdeutschen Industrie im Wesentlichen Ergebnis der Transformationshistorie seit 1990 sind. Gleichzeitig wird deutlich, dass der reine Ost-West-Vergleich ohnehin nicht mehr zeitgemäß ist, weil sich in regionalen Unterschieden zum einen strukturell verschiedene Standortbedingungen widerspiegeln, zum anderen aber auch Standortentscheidungen von Unternehmen bzw. politische Maßnahmen der Vergangenheit zu längerfristig wirksamen Pfadabhängigkeiten geführt haben.
