Grundrentenpläne sind leistungsfeindlich

Abstract

Die Grundrentenpläne von Bundesarbeitsminister Hubertus Heil wurden bislang hauptsächlich unter dem Aspekt diskutiert, ob die Abgrenzung der begünstigten Rentner gerecht ist. Nicht näher thematisiert wurde bislang jedoch die fehlende Anreizkompatibilität der geplanten Grundrentenreform: In bestimmten Fällen sinkt die Rente mit den erworbenen Entgeltpunkten. Die Transferentzugsraten betragen in diesem Fall also mehr als 100 %, so dass es sich für Arbeitnehmer nicht mehr lohnt, zusätzliche Beiträge in die Rentenkasse einzuzahlen.
