Warum wächst die Wirtschaft in Ostdeutschland nicht schneller?

Abstract

Seit etwa Mitte der 1990er Jahre liegen die Zuwachsraten des Bruttoinlandsprodukts in Ostdeutschland nur in etwa gleich hoch wie in Westdeutschland: Von 1995 bis zum Ausbruch der Wirtschaftskrise 2008 betrug das Wirtschaftswachstum in den neuen Ländern im Schnitt lediglich 1,7 % pro Jahr, in Westdeutschland waren es 1,6 % (jeweils ohne Berlin). Die kräftige Steigerung der wirtschaftlichen Leistungskraft, erkennbar an der Entwicklung des Bruttoinlandsprodukts je Erwerbstätigen, hat sich ganz offenkundig nicht in einem höheren gesamtwirtschaftlichen Wachstum niedergeschlagen. Statt - dessen wurde die Beschäftigung stark reduziert.
