Im Osten wenig Neues : die Reform des Elektrizitätssektors in Osteuropa

Abstract

Die EU-Osterweiterung am 1. Mai 2004 hat den europäischen Binnenmarkt wieder ein Stück vergrößert. Besonders im Elektrizitätsmarkt gab es Stimmen, die das Damokles-Schwert des billigen Atomstroms aus Osteuropa über der früheren EU-15 schweben sahen. Dies hat sich als unbegründet herausgestellt. Ursache ist nicht nur der zum Teil veraltete Kraftwerkspark in Osteuropa; auch die fehlenden technischen Voraussetzungen im Bezug auf die Netzinfrastruktur lassen diese Ängste unbegründet erscheinen. Die neuen EU-Mitgliedsländer scheinen sich eher am hinteren Ende der Reformstaaten in Europa einzureihen.
