Abstract

Die öffentlichen Haushalte aller Gebietskörperschaften in Deutschland stehen nun schon seit Jahren unter erheblichem Druck. Ursache hierfür ist die anhaltende Wachstumsschwäche in Deutschland in Verbindung mit wirtschafts- und finanzpolitischen Maßnahmen, die zu einer weiteren Erosion der Steuerbasis geführt haben. Vor diesem Hintergrund erscheint es besonders wichtig, sich von der gegenwärtigen Situation etwas zu lösen und den Blick auf die langfristige Betrachtung der Entwicklung der ostdeutschen Kommunalfinanzen zu werfen.
