Die Entwicklung der Personalstands- und Personalausgabenstruktur im öffentlichen Dienst in den neuen Bundesländern und insbesondere Sachsen

Abstract

Die Zahl der Landesbediensteten (in Vollzeitäquivalenten) hat sich in den neuen Bundesländern Mitte der neunziger Jahre kontinuierlich verringert. Trotzdem gibt es auch im Jahr 2000 noch eine reichliche Versorgung mit Landesdiensten, da die Personaldichte höher ist als in den westdeutschen Bundesländern. Das gilt für alle Aufgabenbereiche insbesondere aber für den Schulbereich und den Bereich Öffentliche Sicherheit. Zwar wirkt sich die Verringerung des Personaleinsatzes dämpfend auf die Personalausgaben aus. Dies wurde jedoch durch die Tariflohnsteigerungen (einschließlich Anpassungsschritte an Westniveau) mehr als ausgeglichen.
