Wie hoch ist die Arbeitslosigkeit in Deutschland wirklich?

Abstract

Der Bericht beschäftigt sich mit den Problemen der Arbeitslosenstatistik in Deutschland. Auf der einen Seite wird die Überzeichnung der tatsächlichen Arbeitlosigkeit mit sogenannten "vermittlungsfernen" Arbeitslosen bearbeitet, auf der anderen Seite steht ein großer Personenkreis, die sogenannte "Stille Reserve", die aus den ganzen nicht registrierten Arbeitssuchenden besteht. Hier finden sich hauptsächlich Personen, die keinen Anspruch auf Unterstützungs-zahlungen haben und nicht glauben, über das Arbeitsamt eine neue Arbeit zu be-kommen. Die Zahlen des Arbeitsamtes werden als nicht genau genug dargestellt, weshalb auf die Mikrozensuszahlen zurückgegriffen werden sollte. Die Mikrozen-suszahlen gehen nicht von Arbeitslosen, sondern von Erwerbslosen aus. In dem Artikel wird gefordert, das auf den Mikrozensus, der dann nit weniger zeitlicher Verzögerung und häufiger erscheinen müßte, oder auf die international standardi-sierten OECD-Statistiken übergegangen werden müßte.
