Es wird ein Reformprogramm beschrieben, mit dem Deutschland wieder zukunftsfähig werden soll. Das Programm kann helfen, die Arbeitslosigkeit zu überwinden, und es beschreibt strukturelle Verbesserungen, die eine neue Phase des wirtschaftlichen Wachstums einleiten können. Es ist kein Plädoyer für die Verschiebung der Verteilungsrelationen zu Lasten der Arbeitnehmer oder für den Abbau des Sozialstaates, sondern es geht um Maßnahmen, die im Konsens der gesellschaftlichen Gruppen beschlossen werden können, weil sie Wege zur allgemeinen Verbesserung der Effizienz des deutschen Wirtschaftssystems eröffnen. - Auszug einer Rede, die Prof. Dr. Hans-Werner Sinn am 14. Januar 1999 aus Anlaß der Verleihung der Ehrendoktorwürde an der Otto-von-Guericke-Universität Magdeburg gehalten hat.
