Trotz höherer Risiken : Aufschwung setzt sich fort

Abstract

Der vorliegende Bericht stellt die im Dezember 1997 veröffentlichte Konjunkturprognose des ifo Instituts für 1998 vor. Demnach hat sich die Konjunktur im Jahr 1997 weiter gefestigt. Im Jahresdurchschnitt stieg die gesamtwirtschaftliche Produktion um 2,25%. Für das Jahr 1998 ist das Prognoserisiko vor allem wegen der Stabilisierungskrisen in Asien besonders hoch. Es bestehen aber gute Chancen, daß das Krisenpotential begrenzt werden kann und die deutsche Konjunktur durch diese Entwicklung nur leicht gedämpft wird. Damit wird sich der Aufschwung fortsetzen. Das Wirtschaftswachstum wird 1998 auf etwa 2,5% geschätzt. Die Lage auf dem Arbeitsmarkt wird sich nur in Westdeutschland verbessern. Hier zeichnet sich ein Ende des Beschäftigungsabbaus ab. Zur Schaffung zusätzlicher Arbeitsplätze ist nicht nur ein langanhaltender Konjunkturaufschwung erforderlich, sondern auch eine weitere Flexibilisierung des Arbeitsmarktes sowie eine Reform des Steuer- und Sozialsystems.
