Kräftige Zunahme des Welthandels - wo bleiben die ostdeutschen Exporte?

Abstract

Der vorliegende Bericht demonstriert anhand des Fallbeispiels Sachsen die Defizite Ostdeutschlands im Bereich der Exportwirtschaft. Der Welthandel verzeichnete 1996 Zuwachsraten in Höhe von 6% und bildet damit eine günstige Ausgangslage für die deutsche Exportwirtschaft. Vergleicht man allerdings die Exportquoten innerhalb Deutschlands - definiert als Anteil der Ausfuhren am BIP -, so stellt man fest, daß Ostdeutschland mit 6,3% einen wesentlich niedrigeren Wert erreicht als Westdeutschland mit 19,5%. Diese Exportlücke führen die Autoren auf eine unbefriedigende Wirtschaftsstruktur mit ausgeprägter Industrieschwäche in den NBL zurück. In folgenden Absätzen werden weitere Ursachen diskutiert, wie zum Beispiel mangelnde Preiswettbewerbsfähigkeit, hohe Markteintrittsbarrieren, unzureichende Eigenkapitalausstattung, Defizite im Wissen um internationale Geschäfte, fehlendes unternehmerisches Engagement und mangelnde Fremdsprachenkenntnisse.
