Konjunktur 1997 : Aufschwung auf schmaler Basis

Abstract

Die Konjunktur hat sich seit dem Frühjahr 1996 deutlich gebessert. Im Jahresdurchschnitt stieg die gesamtwirtschaftliche Produktion um 1,4%. für 1997 sind die Rahmenbedingunge von weltwirtschaftlichen Umfeld, von der Lohnpolitik und der Entwicklung der Zinsen her günstig, allerdings hat sich die Investitionstätigkeit wegen der weiter bestehenden fiskalischen Hemmnissen noch immer nicht gefestigt. Deshalb dürfte das Wirtschaftswachstum 1997 mit 2,5% unter dem Tempo früherer Auschwungphasen bleiben. Eine Verbesserung der Lage auf dem Arbeitsmarkt ist nicht in Sicht. Das staatliche Finanzierungsdefizit wird wegen konjunkturbedingter Mehreinnahmen und verstärkter Konsolidierungsbemühungen um 18 Mrd. DM auf 120 Mrd. DM zurückgehen, die Defizitquote wird von 3,9% auf 3,2% sinken.
