Zur Beschäftigungsdynamik in Branchen und Arbeitsamtsbezirken

Abstract

Die in den amtlichen Statistiken ausgewiesenen Veränderungen der Beschäftigung sind das Ergebnis unterschiedlicher betrieblicher Entscheidungen. In jedem Wirtschaftszweig und in jeder Region gibt es neben schrumpfenden Betrieben mit Beschäftigungsverlusten auch solche, die expandieren und ihre Beschäftigung erhöhen. Zu berücksichtigen sind zusätzlich noch die aus Gündungen bzw. Schließungen von Unternehmen resultierenden Arbeitsplatzgewinne bzw.-verluste. Vor einigen Jahren wurde von der OECD ein Konzept entwickelt, mit dessen Hilfe die sich innerhalb von Branchen und Regionen saldierenden betriebsspezifischen Beschäftigungsgewinne und -verluste sichtbar gemacht werden können. Ein derartiger Ansatz erlaubt es folglich, die hinter den regionalen Beschäftgungsdaten liegenden Einflußfaktoren zu erfassen und darzustellen. Die sektoralen Daten sind nach dem Verzeichnis der Wirtschaftszweige der Bundesanstalt für Arbeit gegliedert. Der Beschäftigungszuwachs durch neugegründete Betriebe ist während des Zeitraums 1991 bis 1994 im Durchschnitt im Dienstleistungsbereich am größten gewesen.
