Arbeitsmarktpolitik - der unerbittliche Zwang zum Umdenken

Abstract

Es gibt gegenwärtig wohl kaum ein Thema, das die Menschen in der Bundesrepublik in einem so starken Maße beschäftigt wie das Problem der Arbeitslosigkeit. Den Arbeitsmarktpolitikern und Tarifpartnern muß klar sein, daß nur Lohnabschlüsse, die unter dem verteilbaren gesamtwirtschaftlichen Produktivitätszuwachs liegen, zu einem Beschäftigungszuwachs führen können. Vielen Arbeismarkttheoretikern und Unternehmern erscheint eine Spreizung der Lohnstruktur zumindest als Teillösung ein gangbarer Weg, um damit insbesondere eine Verbilligung der Arbeit mit geringen Anforderungen an die Qualifikation zu erreichen. Die hohen Arbeitskosten in Deutschland sind in einem nicht unwesentlichem Maße durch die Lohnnebenkosten bedingt. Nicht zu bestreiten ist, daß die durchschnittlichen Reallöhne in den USA - im Gegensatz zu Deutschland - seit den 80er Jahren gesunken sind. Trotz der Erfolge der US-amerikanischen Beschäftigungspolitik sollte selbstverständlich eine Übertragbarkeit sehr sorgfältig geprüft werden.
