Wirkungen der Wirtschaftsförderung auf unternehmerische Innovationen in der Region Halle-Leipzig-Dessau

Abstract

Seit 1990 ist ein breitgefächertes Instrumentarium zur Wirtschaftsförderung in Ostdeutschland eingesetzt worden, um den Systemwandel und die Entstehung neuer tragfähiger Wirtschaftsaktivitäten zu unterstützen. Der Bericht stellt zu Beginn des Jahres 1996 die Wirkungen der Wirtschaftsförderung auf unternehmerische Innovationen in der Region Halle - Leipzig - Dessau zusammen. Insgeamt profitierte die Region überdurchschnittlich von der Förderung insbesondere in den traditionellen Branchen. Weiterhin wird deutlich, daß kleine und mittelständische Unternehmen vernachlässigt wurden. Auch bei den innovationsorientierten Neugründungen ist die Region im Vergleich zu anderen Regionen in den neuen Bundesländern deutlich unterrepräsentiert. Insgesamt sind bessere Bedingungen für die Wirksamkeit der Förderung erforderlich. Der Bericht informiert außerdem über die die verschiedenen Bereiche der Innovationstätigkeit und unterscheidet dabei in Innovationsaktivitäten, Fördermittelinanaspruchnahme, Kapitalausstattung und Förderanteil sowie den Fördereffekt.
