Handwerk - Arbeitsmarktpolitik gegen den Trend ?

Abstract

Der Bericht informiert über die Entwicklung des Handwerks in den neuen Bundesländern und speziell im Kammerbezirk Dresden. Die Arbeitsplatzentwicklung seit 1990 verläuft gegen den Trend in den anderen Wirtschaftssektoren. In den neuen Bundesländern ist die Zahl der Beschäftigten im Handwerk doppelt so hoch wie in der Industrie und bildet damit eine sozialpolitisch wichtige Größe. Da das Handwerk risikofreudiger, beweglicher und schneller als andere Wirtschaftsbereiche ist, finden dort überdurchschnittlich viele Jugendliche einen Ausbildungsplatz. In einer weitern Analyse wird deutlich, daß viele Handwerksbetriebe in das Umland Dresdens flüchten. Drei Gründe sind dabei für diese Abwanderung zu nennen. Der Gewerberaum in Dresden ist sehr begrenzt, so daß die Betriebe häufig handwerksunverträgliche Gewerbemieten bezahlen müssen. Außerdem ist der Gewerbesteuersatz im Umland weitaus geringer als in Dresden. Schließlich muß im Bereich der Infrastruktur angesetzt werden, um die Abwanderung zu reduzieren.
