Paradigmenwechsel zu einem innovativen Wirtschaftswachstum

Abstract

Dieser Bericht beschreibt die Chancen und Probleme des technischen Fortschritts und der Innovationspolitik in Deutschland. Der Autor hebt dabei besonders die Bedeutung der Informations- und Kommunikationstechnologien als Schlüsseltechnik der Volkswirtschaft hervor. Die IuK-Technologien sind Schlüsseltechniken für den technischen Fortschritt als Grundlage der Informationsgewinnung, -verarbeitung und -verbreitung und als Querschnittstechnologie aus wirtschaftlicher Sicht. Anschließend wird betont, daß Standortentscheidungen unter Ressourcen-, Kosten- und Absatzgesichtspunkten unter Berücksichtigung der jeweiligen Innovations-Rahmenbedingungen getroffen werden. Diese sollen sich, soweit sie sich auf den Kompetenzbereich der Wirtschaftspolitik erstrecken, u.a. auf eine Entpolitisierung von Innovationsrechten der Unternehmungen durch Deregulierung und Privatisierung beziehen. Desweiteren rät der Autor zu einem Paradigmenwechsel bezogen auf die Innovations-Gesetzgebung und die IuK-Technikfolgen im Hinblick auf effiziente Informationsgewinnung und -verarbeitung.
