Neue Bundesländer und Informationsgesellschaft : Wettbewerbsvorteile durch alte Stärken?

Abstract

Dieser Aufsatz beschäftigt sich mit der Frage, wie weit der Weg der neuen Bundesländer in die Informationsgesellschaft fortgeschritten ist. Dabei wird auf zwei Aspekte im besonderen eingegangen. Einmal wird die Telekommunikationsinfrastruktur, also die Information-Superhighways betrachtet, zum anderen wird auf die Informationsinhalte eingegangen. Der letzterreichte Stand der DDR wird dabei dem derzeitigen Entwicklungsniveau gegenübergestellt. Direkt nach der Wende entwickelte die Deutsche Bundespost Telekom gemeinsam mit der Telekommunikationssparte der Deutschen Post das Programm Telekom 2000. Bei der Telekommunikationsinfrastruktur ist bei großem Kapitalaufwand eine klare Verbesserung eingetreten. Zusammenfassend kann festgestellt werden, daß die Hardware in der ehemaligen DDR völlig unterentwickelt war. Die DDR hatte jedoch eine erstklassige Stellung bei den Fachinformationsinhalten. Wird diese alte Stärke wiedergefunden und ausgebaut,wären durchaus Wettbewerbsvorteile der neuen Bundesländer in Sicht.
