Transformation der russischen Wirtschaft : Stabilitäts- und Wachstumsaspekte

Abstract

Zwei grundsätzliche Probleme behindern zur Zeit die erfolgreiche Fortsetzung der Reformpolitik in Rußland: Erstens können die russischen Reformer nicht unabhänig von den westlichen Industrienationen und dem IWF vorgehen. Wegen fehlender eigener Mittel bzw. der katalysierenden Rolle des IWF für westliche Hilfe insgesamt, kommt die Regierung Tschernomyrdin nicht umhin, den IWF-Ansatz zu berücksichtigen. Das Jahr 1994 zeigt, wie sehr Rußland angewiesen ist auf direkte Finanzhilfe durch westliche Regierungen und internationale Organisationen sowie auf günstige Ergebnisse bei den Umschuldungsverhandlungen mit den Pariser und Londoner Clubs der Gläubigerstaaten und Gläubigerbanken, vor allem aber auf ausländische Investitionen in die russische Wirtschaft. Das zweite Grundproblem der russischen Regierung ist die eigene konzeptionelle Schwäche. Es mangelt an inländischer wissenschaftlicher und beratender Infrastruktur.
