Der Wohnungsbestand der neuen Bundesländer - Privatisierungsfähigkeit und Privatisierungspotentiale

Abstract

Das ifo Institut hat versucht, sowohl die Anzahl der zur Individualprivatisierung geeigneten und zur Verfügung stehenden Wohnungen als auch die Zahl der eine solche Wohnung nachfragenden Haushalte zu bestimmen. Dazu wurde ein ökometrisches Wohnungsnachfragemodell mit verschiedenen Varianten eingesetzt. Für das Jahr 1990 wurden dann der Wohnungsbestand nach Eigentumsverhältnissen, die Altersstruktur der Wohnungen, der sanierungsfähige Wohnungsbestand nach Eigentumsverhältnissen und der Wohnungsbestand nach Gebäudetypen und Bauweise in den neuen Bundesländer ermittelt. Aus diesen Daten wurde anschließend die Privatisierungsfähigkeit und die Privatisierungspotentiale bestimmt. Das Angebot der zu privatisierenden Wohnungen ist wegen dem schlechten Zustand des Wohnbestandes und der Größe, Ausstattung sowie Wohnumfeld gering gegenüber der Nachfrage. Dennoch interessieren sich rund 20 % der Bewohner für eine Übernahme in Wohneigentum. Mit steigendem Einkommen nimmt das Interesse an einer Wohnungsübernahme jedoch stark ab.
