GATT : Uruguay-Runde endlich abgeschlossen. Spannungen bleiben

Abstract

Am 15. Dezember 1993 wurde die Uruguay-Runde abgeschlossen. Das Vertragswerk ist insgesamt als Erfolg für die Weltwirtschaft zu werten. Ergebnisse sind die Senkung der Einfuhrzölle, Entwicklungsländer frieren ihre Importtarife bei 40 % ein, Agrarhandel ist GATT-Regeln unterworfen, der Dienstleistungsbereich wird einem multilateralen Ordnungsrahmen unterworfen, geistiges Eigentum wird besser geschützt, Bekleidung und Textilien werden in GATT-Rahmen eingebunden, insgesamt strengere Handelsregeln, WTO achtet auf die Einhaltung aller Bestimmungen. Der Deutsche Industrie- und Handelstag bezeichnete Deutschland als einen Hauptnutznießer. In den Bereichen Luftfahrtindustrie, Filmförderung und Import von Spielfilmen wurden nach langen Verhandlungen noch keine Ergebnisse erreicht. Trotz verschiedener Kritikansätze ist der Abschluß der Uruguay-Runde äußerst positiv zu bewerten. Die Weltwirtschaft erwartet allgemein einen starken Entwicklungsschub.
