Abstract

This study analyzes the impact of skilled labor migration on regional inequality in ASEAN countries during the period 2010–2025. Using panel data and quantitative regression models, the findings indicate that skilled migration can help reduce inequality when accompanied by regional reinvestment policies and skill repatriation programs. However, in the absence of effective coordination mechanisms, the phenomenon of “brain drain” tends to exacerbate intra-regional disparities. The paper proposes five groups of policy measures: upgrading migration earlywarning data systems, prioritizing public investment in out-migration regions, designing skill repatriation programs, linking vocational education with regional development, and strengthening ASEAN cooperation in skilled migration governance. This research provides novel contributions in both quantitative evidence and policy recommendations for managing high-quality labor resources in a manner that promotes inclusive and sustainable development.
