Abstract

In Romania, after 2000 there was an increase in awareness of the structural impediments to agricultural development. The background to this awareness was largely due to the pressure caused by EU accession and the interest shown by international experts in imparting knowledge and practices for solving structural problems in rural areas. As a result, a series of studies and technical assistance projects were carried out with the role of supporting Romania in the preparation of the consolidation policy, respectively for the legislative and institutional configuration, the formulation of appropriate strategies and, in the end, the development of a national land consolidation program. In addition, after 2007, the National Rural Development Program created a favourable context to support restructuring in agriculture. Taking into account all these elements, we analyse descriptively the actions started and carried out so far in the direction of developing a land consolidation policy. The aim is to highlight the results recorded, to capture the specific way of action of the political factor and its tactical and strategic capacity to respond to current needs and development trends.
