Abstract

The article aims at drafting an evaluation of the rural areas from Romania from the point of view of the infrastructure from the sectors of health, education, and culture to draw relevant conclusions regarding the access of the rural population to these services which are important to show the quality of the life in the rural environment. Therefore, for a correct analysis of the development of the rural areas we used the bibliographic documentation, the empirical documentation along with the statistical descriptive analysis as research methods which I consider to be adequate in the sense of the assumed goal. Considering the specificity of the research, the quantitative determination of the parameters outlining the development of the rural areas, among which the number of school and kindergartens which were set up or modernized, the number of hospitals which were set up or modernized etc. I consider the quantitative research method to be adequate for the correct evaluation of the development parameters of the rural area, as well as to formulate the conclusions and recommendations for the measures required for a beneficial contribution to the development of these areas. In the rural environment, the health protection system delivers health services in health clinics, policlinics and in certain towns through hospitals. The crisis in the health system is obvious even in the big cities in Romania, but also the confusion created by the hospitalisation of the people suffering from other conditions than the pandemic virus. Although in the field of the health of the population there were implemented significant funding programs, the state of the system and the correct diagnosis capacity of the population is weak from a qualitative point of view. The education and professional training system in Romania represent the triggering factor for the process of training the new generation for the socio-economic life. Therefore, wise decisions must be taken regarding the investments in the educational infrastructure, the decisive actors being confronted in the context of planning and organising the school network with two categories of challenges: placing infrastructure; quality of drafting the teaching and learning environments. The cultural activity in the rural space takes place at the cultural house of the commune The cultural houses are degrading, without being able to provide cultural services for the rural population, this aspect having consequences on the educational situation. Due to the lack of the financial means, a lot of cultural settlements in the rural space were not able to carry out their activity due to the advanced degradation state.
