Abstract

This work is an attempt of the authors to find an answer to the title. If we managed, or not, if we raised more questions then we managed to find answers, its up to you, readers or listeners, to decide. Why this question remains and why we can't say if we found or not an answer, is because for all analysts, including for the deciders that hold the destiny of romaninan economy, the path that it follows remains unknown. As we romanians like to trick, it may be in our style, because concealing the path gives you the posibility to claim, in any situation, that in fact you are on the right one.
