Abstract

Alla fine degli anni Sessanta del secolo scorso, a livello comunitario, maturava l'esigenza di disporre di nuovi strumenti di politica economica quali la politica industriale e quella regionale. Dopo attenta preparazione, il commissario CEE Altiero Spinelli sottoponeva alla Conferenza di Venezia (aprile 1972) un'articolata proposta non solo di politica industriale, ma anche di sviluppo sostenibile. Nell'ottobre successivo, il Vertice di Parigi assumeva l'impegno di creare un fondo per la politica regionale ma niente di rilevante per la politica industriale.
