The European Parliament and the New Trade Policy: Consequences at Transatlantic Level

Abstract

La globalizzazione, facilitando i flussi tecnologici, di capitali e di beni ha permesso di innescare la crescita di paesi fino a qualche tempo fa considerati in via di sviluppo. Di conseguenza, nei prossimi vent'anni il 90% della crescita del PIL mondiale sarà fuori dall'UE. In questo contesto, la politica commerciale è sempre più uno strumento di politica economica, capace di aiutare la ripresa. Prima del Trattato di Lisbona la politica commerciale UE era appannaggio del Consiglio e della Commissione. Oggi, invece, anche il Parlamento Europeo ha un ruolo centrale. UE e USA stanno negoziando il TTIP, un accordo commerciale per creare la più grande area di libero scambio nel mondo. Il dibattito è talmente sensibile, includendo temi sociali, economici, geopolitici e culturali, che sta suscitando numerose e controverse reazioni, in particolare sul tema del ISDS, il sistema di protezione degli investimenti.
