Back to the Mediterranean Model? Italy's Reopening Gap with the "European Social Model"

Abstract

Il saggio analizza le riforme attuate in Italia nei due decenni precedenti la crisi, le politiche di consolidamento fiscale imposte dalla crisi e le conseguenze economiche e sociali che ne sono derivate. Si argomenta che esiste una continuità nella filosofia delle politiche di riforma del welfare attuate prima e durante la crisi: l'impostazione teorica prevalente, fortemente orientata all'offerta e al mercato, ha caratterizzato il processo delle riforme, nei campi del lavoro, della previdenza, della protezione sociale. L'emergenza finanziaria, che contraddistingue l'economia italiana da oltre due decenni, ha fatto sì che questo processo non sia stato accompagnato dal varo di un'adeguata politica di ammortizzatori sociali universali. I duri tagli al sistema delle garanzie imposte dalla crisi rischiano di annullare i progressi fatti nella direzione di un sistema di welfare europeo, riportandoci indietro a un sistema di welfare mediterraneo, in condizioni economiche e sociali tuttavia ormai totalmente inadeguate per sostenerlo.
