What Innovating Where We Lag the Most behind Means: The Digitalisation of Employment Centres

Abstract

Sebbene l’Italia abbia accumulato un ritardo storico in questo settore, l’emergenza pandemica e la fase di investimento post-pandemica hanno creato condizioni utili per l’introduzione di tecnologie digitali nei Servizi pubblici per l’impiego (SPI). A partire dai contenuti che emergono dalle strategie operative regionali per l’implementazione del programma Garanzia di occupabilità dei lavoratori (GOL), questo studio si concentra su tre ambiti di investimento cruciali: a) il rafforzamento dei sistemi informativi; b) la profilazione degli utenti; e c) la previsione dei fabbisogni occupazionali. Le aspettative sulla digitalizzazione dei SPI italiani la vedono non solo come un mezzo per efficientare i processi amministrativi, ma anche come una strategia per migliorare l’efficacia dei servizi, con l’obiettivo di orientare meglio le politiche verso risultati formativi e occupazionali concreti. Tuttavia, l’evoluzione del dibattito sulla digitalizzazione solleva interrogativi critici sulla gestione dei dati e delle problematiche dell’innovazione nel settore pubblico.
