Abstract

L’erogazione delle politiche attive del lavoro in Italia ha visto negli ultimi anni un ruolo sempre più centrale dell’attore privato. Tuttavia, fin dalle prime fasi di questa delega, si è manifestato un significativo problema di opportunismo, con conseguente inefficienza nel favorire l’inserimento lavorativo delle persone più vulnerabili. Questo contributo si propone di offrire una panoramica del complesso percorso di riforma che ha condotto al coinvolgimento dei privati nell’attuazione delle politiche attive nel nostro Paese. Verranno analizzate le principali criticità derivanti da tale modello, nonché i due approcci regionali più emblematici nell’ambito del sistema di accreditamento al lavoro, e, infine, saranno delineate alcune strategie mirate a contenere i comportamenti opportunistici da parte dei soggetti privati coinvolti. L’obiettivo è fornire una chiave di lettura delle dinamiche attuali, e possibili direzioni per un sistema più efficace ed equo.
