The Effectiveness of the EU Cohesion Policy and NextGenerationEU. What Can We Learn from the Literature?

Abstract

L’entità del bilancio europeo in risposta all’emergenza sanitaria e alla recessione causata dalla pandemia, nonché la nuova governance nell’ambito dell’imponente Dispositivo per la ripresa e la resilienza (RRF) hanno rinnovato il dibattito sull’efficacia delle politiche di coesione. In questo contributo illustriamo l’evoluzione della politica europea di coesione negli ultimi 60 anni, le disparità regionali nell’UE e il rischio emergente di trappole dello sviluppo a livello regionale. In seguito, presentiamo una rassegna della letteratura empirica sull’efficacia della politica di coesione dell’UE, misurata in termini di crescita, occupazione e produttività. Molti autori riscontrano un impatto positivo, rilevando che l’efficacia di tale politica dipende da fattori diversi, tra i quali la qualità delle istituzioni regionali e la dotazione di capitale umano. Considerando la governance multilivello dell’attuale architettura della politica di coesione, i Governi nazionali e subnazionali nonché il capitale umano della pubblica amministrazione rivestono un ruolo chiave per assicurare l’efficacia dei programmi dell’UE.
