The Impact of Smart Working on Reskilling and Upskilling Processes in the Private and Public Sectors: A First Analysis

Abstract

Il contributo propone elementi di analisi in merito agli effetti che lo smart working, denominato anche lavoro agile, ha avuto sulle modalità di erogazione della formazione continua agli occupati in Italia, sulla programmazione e/o riprogrammazione dei piani formativi, sull’acquisizione di competenze specialistiche e, in generale, sui processi di reskilling e upskilling nell’ambito del lavoro pubblico e privato. Tali analisi rappresentano l’esito di una ricerca qualitativa realizzata dall’INAPP in alcune realtà aziendali e della pubblica amministrazione centrale e locale. A partire da una rassegna della letteratura esistente, il contributo offre un duplice approfondimento, l’uno relativo al rapporto tra fabbisogni di tecnologie, competenze digitali e processi formativi nell’ambito della nuova organizzazione del lavoro da remoto, l’altro sull’analisi, anche in chiave prospettica, dell’evoluzione normativa dello smartworking e dei relativi riflessi sulla formazione. Vengono quindi sintetizzati i principali elementi emersi dall’indagine INAPP relativi al rapporto tra formazione continua e smart working nell’ambito del lavoro pubblico e privato, evidenziandone punti di forza e di criticità e ipotizzando scenari futuri.
