Profile of Low-Skilled Adults: Features, Participation in Training, and Skills

Abstract

Il paper presenta i risultati preliminari di uno studio volto ad analizzare le caratteristiche sociodemografiche e i principali comportamenti formativi di adulti con bassi livelli di istruzione e di competenze digitali. Le elaborazioni sono condotte sui dati campionari dell’indagine INAPP INDACO-Adulti 2020. Lo studio evidenzia come le disuguaglianze che emergono per questa sottopopolazione, accentuate dallo shock pandemico, rischiano di aumentare significativamente a seguito della progressiva digitalizzazione di diversi settori dell’economia e della società, che richiede un livello crescente di padronanza delle competenze digitali. Attraverso alcuni modelli di regressione logistica binaria viene inoltre analizzata la probabilità per adulti low-skilled di partecipare ad attività di formazione o di trovarsi in condizione di disoccupazione o inattività. Le analisi, inoltre, permettono di fornire prove utili a comprendere l’importanza di sviluppare misure di policy finalizzatea colmare il gap di competenze, in particolare quelle digitali, nelle fasce di popolazione più svantaggiate, anche considerando gli importanti investimenti stanziati per tali obiettivi nel Piano nazionale di ripresa e resilienza (PNRR).
