Training-Related Investments of Self-employed Workers in the Context of the Pandemic Crisis and the First Changes Brought about by Digital Transformation

Abstract

L’articolo presenta le principali caratterizzazioni dei comportamenti formativi dei lavoratori autonomi che emergono dai risultati della seconda edizione dell’indagine INDACO-Adulti 2020 dell’INAPP, anche alla luce dell’impatto prodotto dalla crisi pandemica e dei primi cambiamenti indotti dalla trasformazione digitale. L’analisi si completa con una proiezione sul futuro del lavoro autonomo in Italia (proveniente da un’indagine previsionale condotta dall’INAPP nel 2021), attraverso l’analisi dell’evoluzione dell’adeguatezza del quadro normativo e regolatorio, del sistema di competenze e conoscenze di fronte alle sfide del cambiamento, del ruolo della formazione e dei relativi strumenti di sostegno. L’articolo mette in luce le ragioni sottese al persistere dei divari esistenti fra le diverse categorie di lavoratori autonomi negli investimenti formativi, così come rispetto ai lavoratori dipendenti, nonché gli elementi di discriminazione in termini di accesso alla formazione continua. Il contributo sottolinea come i fenomeni svalutativi presenti in diverse forme di lavoro autonomo possano essere superati attraverso l’incentivazione di significativi interventi di reskilling e upskilling; una necessità per elevare il potere contrattuale nella ricerca di un lavoro autonomo più sostenibile e inclusivo
