Industry and Labour in Emilia-Romagna: Human Capital, Growth, and Competitiveness

Abstract

Il contributo si inserisce nell’ambito del dibattito sul mismatch fra domanda e offerta di lavoro, in particolare rispetto alle competenze in possesso dei lavoratori e quelle richieste dalle aziende. Questo fenomeno, insieme alla situazione demografica, che vede un accelerato trend di invecchiamento della popolazione, e all’emigrazione di giovani altamente qualificati verso altri Paesi (brain drain), genera un impatto rilevante sulla disponibilità di capitale umano per le imprese, sia in termini qualitativi sia quantitativi. Il saggio, attraverso la lettura dell’andamento di alcuni indicatori economici, demografici e sociali in Emilia-Romagna negli ultimi 50 anni, pone il tema degli effetti che la carenza di capitale umano potrà avere sul potenziale di crescitadell’industria regionale. A causa della carenza di capitale umano può accadere che le imprese, rinunciando strutturalmente ad alcune strategie di investimento, si posizioninosu sentieri di crescita meno innovativi e stimolanti, perdendo competitività. Questo scenario negativo richiede consapevolezza e scelte coerenti e conseguenti da parte del sistema politico, sociale ed economico
