Abstract

Possono le istituzioni orientare l’emergere di nuovi bisogni e, con la loro azione, indirizzare il sistema economico al loro soddisfacimento? Per rispondere a questa domanda, il saggio propone uno schema interpretativo fondato su due elementi: la nozione di istituzioni come differenti tipi di entità organizzate intorno a differenti sistemi di regole, e la nozione di bisogni come espressione della consapevolezza di ciò che le persone ritengono importante per costruire nuovi programmi di vita. L’emergere di tale consapevolezza è connessa ai processi che generano conoscenza. Le implicazioni di policy di un tale schema interpretativo ruotano intorno all’idea che le politiche sociali dovrebbero seguire due direzioni tra loro complementari: contribuire a costruire le condizioni minime di autonomia per progettare programmi di vita e ampliare le possibilità di partecipazione attiva ai processi che generano conoscenza.
