The Experience of Access to Welfare of New Italian Migrants in Frankfurt and Leeds

Abstract

L’articolo presenta una ricerca sull’accesso al welfare dei “nuovi migranti italianiµ svolta tra il 2015 e il 2018 a Francoforte e Leeds. Il paper prende in analisi le interviste raccolte in riferimento a tre questioni: la residenza, le prestazioni sanitarie e i sussidi sociali. I risultati della ricerca mostrano come l’accesso al welfare sia sempre più connesso al lavoro e alla residenza nel Paese di destinazione. Tali meccanismi rendono lavita sempre più difficile per le fasce più povere della migrazione italiana, che, soprattutto nella prima fase del percorso migratorio, non possono fare affidamento sul sostegno sociale. Per quanto riguarda i servizi sanitari, prevale la tendenza a mantenere la residenza in Italia sia per poter continuare a usufruire delle cure del Servizio sanitario nazionale (SSN) sia, in Germania, per evitare di pagare nei primi periodi l’assicurazione malattia. Nel caso dei sussidi, si tende a non richiederli per non subire un etichettamento negativo e per evitare di entrare nei meccanismi sanzionatori del workfare.
