Abstract

Unplanned urbanization challenges common assumptions when it comes to urban planning since it imposes interventions in conditions which are a priori contrary to improving the urban environment. In Lima, public utility companies have nonetheless been expanding their networks, through institutional tinkering and adapted sociotechnical innovations. These tools allow catching up with urbanization and can become a source of inspiration for renewed ways of conceiving and practicing planning. Drawing up the maps of these neighborhood subdivisions and respecting the existing road network are promising venues to progressively consolidate the existing urbanization and guide the urban growth which is still to come.
