L'expert ou le peuple ?. Deux attitudes polaires face à la politique de concurrence

Abstract

The aim of this article is to demonstrate that beyond the various conceptions of competition policy, there are two opposing positions. The first claims that competition policy must be independent of all political considerations. It should therefore be entrusted to an independent authority, whose legitimacy is founded on expertise. The second position claims that competition policy, as any other economic policy, is necessarily of a political nature in a democracy. It must result from the will of the people, and not be grounded on pure expertise. These two positions are founded on opposite conceptions of economic analysis.
