Abstract

To reduce CO 2 emissions, Chinese government sets a target on the share of gas in its energy consumption. Shale gas can supply around 10% of energy consumption if its cost declines by one third, but it drives up domestic CO 2 emissions by 5%. A policy aiming at stabilizing coal consumption leads to large development of shale gas as well as a decrease in CO 2 emissions of 41%. However, a tax on CO 2 emissions slows down shale gas development in favor of renewable energy.
