Faciliter la mobilité quotidienne des jeunes éloignés de l’emploi : une évaluation expérimentale

Abstract

Young people?s ability for daily mobility, whether by individual or collective mode of transportation, is a key factor in their chances of professional integration, particularly for young dropouts who have left the school system without access to training or employment (Neets), and for whom low mobility ability is a proven obstacle to professional integration. Under these conditions, how can the mobility of these young dropouts be improved? In this article, we present the results of an impact evaluation by controlled experiment of sixteen innovative schemes targeted at this public. Carried by local or national associations, these schemes have varied contents: mobility diagnosis, mobility training in workshops, learning alternative modes of transport, provision of two-wheelers, financial aid and support for passing the driving licence and acquiring a vehicle. The experimental database covers 275 young people followed between August 2015 and December 2016. The evaluation shows that mobility support improves the chances of access to training and employment. However, the intensity of the actions plays an important role. At a too low level, mobility aids can even have a counterproductive effect on professional integration of young people. For them to be effective, such aids needs to be intensive.
