Faut-il une Europe sociale ?

Abstract

Faut-il une Europe sociale, comme il y a une Europe monétaire, un Pacte de stabilité, un Marché unique européen ? Si, sous le terme « Europe sociale », on désigne un ensemble d'institutions européennes qui auraient la charge de gérer la protection sociale et la législation du travail à la place (ou en complément) des institutions nationales existantes, la réponse sera probablement négative, compte tenu de la diversité des systèmes sociaux nationaux et de l'importance du fait national dans les systèmes de solidarité. S'il s'agit en revanche de mettre en oeuvre des mécanismes susceptibles de préserver et de développer ce qui fait l'originalité de l'Europe, son haut niveau de protection sociale, dans un contexte où l'intégration économique exerce de forte pressions sur les systèmes sociaux, l'Europe sociale semble plus que jamais nécessaire (...).
