Abstract

La crise bancaire et financière de 2007-2009 s'est progressivement transformée en crise des dettes publiques. Dans tous les pays de l'OCDE, la crise financière a profondément creusé les déficits publics puisque les Etats ont dû venir au secours des institutions financières défaillantes, ont dû soutenir l'activité par des mesures de baisses d'impôt et de hausse de dépenses publiques et surtout ont enregistré de fortes baisses des recettes fiscales et des hausses d'indemnisation du chômage en raison de la chute de l'activité et, dans certains pays, de l'effondrement des bulles financières et immobilières. Pour l'ensemble des pays de l'OCDE, le déficit public est passé de 1,2 % du PIB en 2007 à 7,9 % en 2009 ; la dette publique nette est passé de 38 % du PIB en 2007 à 58 % en 2010 (la dette brute passant de 73 % à 97 %).
