The national innovation system and the difficulty of integrating the higher education system for science and technology in Algeria

Abstract

While there is an abundant literature on the construction and analysis of the national innovation system (NIS) in Algeria, few studies have focused on the difficulty of integrating the higher education system for science and technology into the NIS. The aim of this contribution will be to analyze the Algerian NIS in terms of building skills within the scientific and technological higher education system in order to promote learning and innovation capacities. This article considers why Algeria, despite the training policies implemented in postgraduate studies since 1990 to strengthen the scientific and technological system, has not managed to integrate it into its NIS. How will it be able to do this in order to build a strong NIS and improve its economic performance? Our analytic methodology will use three types of indicators (science and technology indicators, composite indicators, and indicators from innovation surveys) in order to describe the different components of the Algerian NIS and, in particular, to analyze the integration of the higher education system for science and technology within the NIS. Lastly, we will propose policies to promote the development of this missing element of the Algerian NIS. JEL classification: O31, O11, O57.
